Continue Bylaws Committee Report 10-17-05

  1. I have drafted a proposed bylaw amendment. Since copies have been distributed, I am not going to read it to you. However, this proposed amendment will provide the mechanism necessary to formally recognize the District Historian and the Awards Chair as members of the executive committee. This proposed change and any other bylaws amendments will have to be voted upon and approved two-thirds of the members present at our 2006 Annual Meeting.
  2. The bylaws committee would like to engage the Chair and any other pertinent parties to draft a bylaws amendment outlining the duties of the District Historian and the Awards Chair. This is necessary to be in compliance with information detailed in Article VI of our bylaws entitled "Duties of Officers and Committees".
  3. I have created a SEANC District 17 Bylaws Amendment Form which I am asking the Communications Chair to post on our website.
  4. Since Article VIII of our bylaws discusses "Parliamentary Procedures, I feel it is incumbent that the members of the Bylaws Committee have a working knowledge of said procedures. Thus, I am in the process of researching the feasibility of procuring instruction on parliamentary procedure for the members of the bylaws committee at minimum. The Bylaws Committee will present its findings to the Executive Committee for their consideration.
  5. I would like to remind everyone that our bylaws state each delegate shall serve one at least one standing committee. The success of this district is dependent upon the involvement of each member.

Continue Bylaws Committee Report 11-21-05

  1. On 10-19-05, met with Dr. Marcus Comer to discuss the procurement of training on parliamentary procedures. Dr. Comer agreed to provide training and I submitted the particulars of procuring this training to the Chair for his and the executive board's consideration.
  2. On 10-25 & 10-28-05, I attended recruitment drives at UNCG & NCA&TSU.
  3. Submitted two articles to the Communications Chair regarding the SEANC insurance products and the results of recruitment drives at UNCG & NCA&TSU. The insurance article is currently posted on the district website.
  4. On 11-21-05, met with Peggy Lewis of a local non-profit agency to explore the feasibility of procuring parliamentary training. Details will be shared with the body as the situation warrants.
  5. 7) On 11-10-05, the News & Record published a letter to the editor I submitted in response to a MAT team call to action.

Continue Bylaws Committee Report 1-16-06

  1. On 12-5-05, sent a transmittal to Ms. Lewis of the North Carolina Cooperative Extension thanking her for meeting with McGirt and I to discuss the procurement of parliamentary procedure training. This event has been tentatively scheduled for the late February or early March 2006 timeframe. Forwarded copies of the Bylaws Committee Reports for October and November to the Communications Chair for posting on the District website.
  2. On 12-6-05, attended MAT II training entitled "Identifying SEANC Leaders in the Workplace".
  3. On 12-10-05, attended and spoke at a financial aid seminar, Wells Memorial C.O.G.I.C. Provided tips for successfully completing the SEANC scholarship application to prospective applicants.
  4. 7) On 12-12-05, sent a transmittal to various executive committee members requesting their availability to attend Parliamentary Procedure training on 1-6-06 from 6:00pm-9:00pm.

  1. On 2-18-06, submitted training information requested by the chair.
  2. On 1-6-06, the bylaws committee sponsored training on parliamentary procedure. This training was facilitated by Dr. Marcus Comer of North Carolina A&T State University. The feedback from this event was very positive.
  3. Let the record reflect that the bylaws committee has received a proposed bylaws amendment seeking to add the District Historian and the Awards Chair to the executive committee.
  4. The bylaws chair would like to see the following individuals after the meeting for about 5 minutes; Jeanette Dean, Cosmo Spruell, Elmer Galloway, Albertina McGirt, Ron Woodson, David King, & Wanda Kersey.
  5. 9) Assisted with the assembling of the district newsletter.
